If you are a British citizen by birth, naturalisation or registration, you are entitled to apply for British passport. If you are a refugee in the UK, you can apply to the Home Office UKVI for refugee travel document. If you are a stateless person, you are entitled to apply to the Home Office UKVI for stateless person travel document. If you are in the UK lawfully but do not have a valid passport issued by the authorities of your own country, you may be able to apply for Certificate of Travel if you can show that the authorities of your own country have refused to issue you with a passport.

British passport application

You must have British nationality to be eligible for a British passport. You can be British by birth, through naturalisation or through registration. British passports are issued by the UK government's HM Passport Office. All adult applicants (aged 16 and over) applying for a passport for the first time must attend an interview with the HM Passport Office in person to confirm their identity. HM Passport Office recommends you allow 6 weeks for your passport application to be processed. You should not make any travel arrangements until you receive your passport.

One way travel document application

A one way travel document may be issued to a non British citizen in the UK, regardless of status, who wishes to leave the UK permanently and voluntarily and does not have a valid passport/travel document of their own. The one-way document, known as an IS137, allows travel for one journey out of the United Kingdom only. It will not allow re-entry into the UK. It is valid for one year, but is designed for immediate use.

Application for certificate of travel

If you have not been given refugee status in the UK and have not been recognised as a stateless person, you may be able to apply for a certificate of travel, which will give you permission to travel abroad and return to the UK. You must first prove that you have been formally and unreasonably refused a passport by the authorities of the country of which you are a national.
